Q: Will this fit adults (mother of the bride etc.)?

Yes. I used at our wedding for all the adult women needing a corsage and they worked beautifully.

Q: Would this be too big for a 2 year old?

To give you an estimate size for a 2 year old, it fits around a regular sized empty paper napkin roll 'slightly' loose, so it's about that size. I think it might fit her, and if it is a bit big on her wrist, I believe her hand may stop it from falling off. I bought them for my daughter's wedding, all the girls loved it. They're stretchy too! Maybe you can just tie the elastic string tighter inside of the pearls. Hope this helps!..
