The drill speeds up slowly. Never had a drill do this. Is it normal for this model?

I'm not sure what you used to.. It's a low powered power drill, with with low power battery. The faster drill's, are normally the ones with the the bigger batteries.

Can i buy one with 220 volt charger

amazon and ebay sell those. EU adapter is not enough, the chargers are 110v or 220v
