Is there coil whine? Has anyone received one that doesn't have coil whine?

I've had my 2070s FTW3 ultra + since may 2020, and it's still going strong with a +350 mem oc on top of the factory 1000+ oc it has, and a 110 core oc as well. No coil whine at all, got used like new to which registered under evga warranty, and had no issues. (Using default bios btw) this card was great for the price back then but now, I fear no gpu is worth the price overhead at this time.

It’s is better then a 1070 ti ?

Yes it has several improvements that lead to a better fill rate then you are getting with the 1070

Will this bottleneck a Ryzen 5 2600?

This card paired with a Ryzen 2600 is a very good combination. Depending on what frame rate you want to game at, yes, and no. This is not a good combo for 144hz gaming, the 2600's single thread performance isn't as good as the Ryzen 3000 series. 60fps gaming on the other hand is outstanding with minimal to no frame drops depending on the title.
