Can you use a midland mxt400 gmrs radio with this antenna?

The GMRS band cover 462MHz to 467 MHz. The diamond X200A antenna is factory tuned for 2M (144-148 MHz) and 70cm (420-450 MHz), which is outside of the GMRS band. It would not be ideal for your application.

Is this antenna overkill for a dual band mobile unit (max. transmit power = 65 watts)?

i only use 10 watts on vhf and uhf , but i dont think this ariel is overkill ,it does a great job for me and is rated at 100 watts .

Does it come wiht the hardware to attach the antenna to a mast?

Yes, the mounting hardware is included. The two mast sections connect in the middle. The connecting piece is INSIDE one of the mast sections. To reach it, shake the mast section and it will drop down. This is a good antenna. I can hit a repeater 30 miles away on low power (5 watts) easily.

Does the bottom of the antenna accept a PL-259 connector?

Yes, however many manufacturers offer a choice of connector types. Check to see that you've selected PL259.
