does the leg length get longer as the sizes get bigger or is it just the waist size?

The leg is in proportion with size of the shorts. I would advise you to order a size bigger. I find them very comfortable but don't tumble dry as they will shrink.

Are they very hipster low on waist, short from crotch to waistband?

On the large size, the top of the waistband is 23cms from the crotch.
