Is this concentrated? To use, do you have to mix with water? If so, whats the ratio?

You have to mix it with water, anywhere from 4 parts to 10 parts water depending on the application. I suggest checking Nu-Calgon's website for more detail.

I did a search because many of the Refridgeration units I work on have painted coils and this product was stated to not remove the paint?

As stated this product does not remove paint.

How is it on rubber roofs?

I don't know what the result is on the roofs. I use this liquid to clean the air conditioners outdoor units.
