Q: is this compatible with the 3doodler pro+ ?

I had no problem with my QIDI 3D printer. So as long as you can meet the filament makes recommendations:. "We recommend printing this material at 220c-230c using a 4 mm or larger nozzle. Please note that this filament is more brittle than normal PLA and requires more careful handling to prevent breakage" I thing it should work.

Q: Having trouble with printed parts sticking (gluing) to kapton tape on a heated bed to the point the part is inseparable. What surface is recommended?

We like printing PLA on blue tape with no heat. It sticks well and is easy to remove.You can also try adding a little Z offset so that your first layer isn't as smashed down on the bed.

Perhaps but you will have resistance per length and thickness. Do a test and measure with an ohm or voltmeter (with a battery).
