Too small
The description states "oversized" which is why I purchased them as I have a lot of hair. They are certainly not oversized. They would fit a child, or an adult with fine hair or short hair.I found a pack of 3 shower caps at the local drug store which are really large and more than adequate even when my hair is piled on top or at the back and for less than $10.

3 PACK SHOWER CAPS
Just a bit TOO small, but they were a very inexpensive buy and so will serve the purpose. Would be of little use to anyone with long hair as it would not cover the head or keep out water. But good general purpose and would be great to use for travel.

Definitely for adults
Was reading reviews since I wanted something for my kids (under 5) and the reviews made me buy it. These are even too big for my adult (average Canadian sized) head.

I received these quickly. They seem decent quality. nothing spectacular. But it's small. If you have a small head or are buying this for your children, go for it.
