Can this plastic mirror be cut?

With a jigsaw using a bi metal blade it will cut smoothly

will this fit in a frame?

Yes… keep in mind mirror is 1/8 inch thick… back of frame should be recess at least 1/8”..

Is this stiff enough that I can prop it on a shelf behind some plants or does it need to be mounted to something ?

It comes with an adhesive backing. I tried sticking on tile, but the tile may not have been plumb. The adhesive did not hold, but the mirror did fine just leaning on the tile wall with its base sitting on the sink behind the faucet. It is sturdy enough the simply lean on the plants as you are contemplating.
