Is the shape completely flat?

Not as flat as a coin, but has a bit of a dome shape. If you pour water on it the water will run off. I hope this helps.

Is this strong enough to be used as a snuffer lid?

nope, if the fire has been on for a while - 2 hours plus - and you put the lid on right after you turn it off, the black paint will peel off. let it sit for 10 min then the lid is good to go.

Will this cover blow away in the wind?

It has a strapping system that clamps it to the Firebowl and would keep it from blowing away in heavy winds. The lid alone could probably stay on in moderate wind. It sits pretty tight on the bowl and wouldn’t allow much wind to get underneath it to lift it off.
