Is it a legit real manufacturer lego promo car?

It is a new limited edition lego based on a fan design antique car. Yes, actual lego. not sure what promo you are talking about.

Why is this for 12+ years? It's not even 200 pieces.

I hate to admit it, but I got to one point and couldn't figure out what I was doing wrong. I asked my 10 year old super Lego constructor granddaughter, and she finished it for me.

Pam for trademark reasons it is neither and both. IMHO T-bird as the body type is fuller it was a fun build and looks good.

Wasn’t this a free promotional gift through January 2021 on Lego’s website?

I am not sure but when a product is no longer offered the secondary market fuels the price.
