does unused current/power of the device get dissipated through the heat sink? if my device consumes 40watts will it use all 40watts even if on low?

I don't believe it gets dissipated. It has a squeal to it at some speeds which tells me its a PWM so its turning the device on and off really fast, not acting as a resistor like old school speed controllers.

Had anyone used it to add intermittent wiper capability to a truck w/o intermittent wipers?
