Yes the eye is removable, the faceplate around the eye unthreads from the threaded insert that goes in the wall

It has outside threads, it’s meant to fit into a female threaded 1-1/2” fitting.

Sounds like you might be talking about a hydrostatic valve? They're usually located at the bottom of the pool, and are designed to allow excessive ground water to flow into the pool rather than float it up out of the ground.
