Can I use this on my face?

I would say no. There are better products specifically for the face. This is a body lotion.

I received the revitalizing peppermint lotion, but i can get the plunger to work properly. it will not release so i can pump it. can you advise?

Is the peppermint lotion suppose to smell sourish?

No, it is suppose to smell minty and fresh--if it smelt sour I would return it. I have used this lotion for quite a long time and it has never smelt sour.
