What is the depth of the 350mm x 100mm vent? We have a drawer near it that would make it a close fit.

I think it’s about 1/2” deep. You could modify it and cut off the tabs. I modified it by drilling screw holes on the sides of the vent to secure in place.

How do you screw these on when the screw holes are on the inside lip?

The screws must be fastened from the inside of the cabinet, after the louvers are installed from the outside. If access to the interior isn't available, you could possibly use a small bead of construction adhesive to glue the louvers to the cabinet

Can these be painted?

They are metal so they should be. I would scuff up the paint so the new paint will adhere. Spray paint would probably look good.
