Yes; also states on the label cleans and disinfects; however aminal CANNOT be near doing so. Please read instructions.

Q: Can you use it on grooming shears and clipper blades?

Yes, you can just let the F:10 dry first.

Q: This is the one that is safe not to rinse, correct?

That’s correct, no wipe just spray and let dry.

Q: Is this safe for cleaning bird cage and food containers ?

It is safe for cages. It’s my favorite go-to cage cleaner. I would wash the food bowls out by hand after using F10 on them, however. I’m innately cautious with my parrot.
