Q: What is the minimum working temperature for this product please?

I only know it can't be laid on a wet surface, or when it's raining but otherwise, ok. Hope this helps.

Yes it will, we used it on our drive & have had no problems. Hope this helps.

Q: Can I use it on concrete outdoor steps which are painted with nonslip paint

I used it on stone steps which were very slippy the primer that you buy separately sticks to anything I would say yes. One thing you don’t get told is whatever tools you use are very difficult to clean.
