The volume is determined by the amount of light in the room where you have the clock.

I just tapped on the cover and I think it's plastic. The tapping doesn't sound the same as when I tap on a glass window. That's my best guess.

how can I turn off the bird sounds if I want it quiet during the day or night?

In the back of the clock are two battery compartments, one for the clock hands & one for the bird sounds. Remove the battery's from the bird sound side.
