Can this bike be operated one handed?

Not easily or safely. It would require a very strong right handed person.The brake is located on the right hand steering stick. It would still be very hard to steer safely using one hand. I would not risk it one-handed.

can a basket be attached behind the seat?

They make a basket that attached to the back frame. My son has one on his bike and loves it. Look under Mobo accessories
