Is this used as a top coat or a base coat?

You usually put it on first and then a base coat, your two colors and then a separate top coat. It is awesome products I have very thin nails. And I put it on And it makes them very sturdy and thick! I have used it to repair cracks in the side of the nail also. Also on my two big toes I get a crack down and then I apply this product. I am a licensed nail tech and use this product a lot especially on myself! I believe it can be layered after the Polish is put on but I just put it on my first lay

Painted over or left clear it's your choice

I wear regular nail polish. I have Gel FX on as an overlay on my natural nails. I think nail polish chipping, in general, has more to do with your base and top coat combination. I wouldn't suggest using this product on TOP of nail polish, as it is a little too thick for that. However, I have seen other nail artist's and YouTubers using a non-wipe gel top coat over regular polish (it's called a Gelly Sandwich). That might work for you. If you experiment with that technique, you HAVE to make sure your nail polish is completely dry for 24 hours before adding the gel top coat or your nail polish will wrinkle and crack.
