Q: Laptop size L 13 3/8” W 9 2/8”, can it be placed flatly into the compartment without having to position it at an angle?

It would be close The back panel it is 12 x 12... However there is "room/give" since there is a zipper... It would depend how you pack it but maybe this would be a bit small for that.... It is a great little rolling bag, maybe worth a try if you don't find better larger.... How difficult are returns though I've never returned on Amazon

Guess it depends on the guy; I have a purple one and it doesn't bother me. So far nobody has teased me about it but as far as I am concerned it's just luggage and the more convenient the better. I travel light.

Q: can it hold a 15.5 laptop?

Yes, just barely with a sleeve. The bag has no padding for the laptop. I love the way it fits under the seat, but I still carry a separate bag for my 15.5" laptop. I use this one for my macbook, ipad, headphones and other things I use on the flight.

Q: Can you replace the wheels? One of my wheels has worn out, I want to replace all of them has anyone done this?
