Bought these recently for my grandson who is also 4 and wears size 11 shoes. They are snug but need to be to stay on. Lots of give to them and they go on easier when wet. They also seem to go on easier after a few wears so perhaps they stretch out a bit but maybe I am just getting better at putting them on him. He loves them and they are great quality and size.
