Cute outfit, small fit

Sizing:This outfit runs small.My daughter is 6months &18lbs. We ordered a 6-9 month size but it fits like a 3-6 month size.It's also cut small, the shorts didn't close around her waist and were tight around her legs.Quality: Okay quality. The shirt is soft but the shorts are very stiff and rough.
