Will this work with 3mm to 12mm taps?

You don't mention your shaft size. But this one is 1/4 inch. This will work for some of the very smallest of your mm but certainly not many as they get larger.

What is the minimum diagonal dimension of the square end of a tap that this will grab? i have some tiny metric taps and wondering if they would fit?

taps of .116 across square ends are held. Minimum is hard to determine, I have taps that are like needles would not be held. 1/8" or 3mm tap body would work. Smallest drill that will grip is No. 55 at .052 hope this helps
