Does this fan really need to be installed at least 10 ft above floor per westinghouse instructions?

Nope. The reason for 10ft, is for safety, metal blades spinning at high RPM can do serrious damage if you raise your arms to high. I installed it on a 9 foot ceiling, but cut several inches off the down rod, to bring it as close to the ceiling as possible.

Does this fan come with OR is there a solution for an angeled ceiling?

It depends on how sharp of an angle. The drop pole rests in a ball at the top where it mounts to the ceiling. Real rough estimate I'd say you can get at least 15-20 degrees out of it. Hope that helps
