Is this only contact cleaner OR does it have lubricant in it too -- someone please check can label ?

The n-Hexane and the isopropyl alcohol components of WD-40 are solvents that clean oil, dirt and other residues from the surface where it is applied. There is no lubricant component in the cleaner.

Can this spray be used on plastic surface (ex: headphone) to "prevent" dirt, dust, or fingerprint?

This product, while safe on most, if not all, plastics is designed for cleaning electrical contacts and related items. It is not meant to be used as a wax or polish. Hope this helps.

Would this clean a water damaged phone circuit board?

The problem with this product is its evaporation rate. All you'll be doing is replacing the water with the contact cleaner. The circuit board will remain saturated until it's either purged with compressed air or allowed to bake in the sun. CRC contact cleaner will purge and then evaporate quickly (while you watch). WD is cheaper but you get what you pay for.

will this melt plastic or discolor it if accidentally spilled on it?

It might. If you're not sure, put a small amount of it on the plastic and see what happens first. If nothing happens then spray away...
