I want to know if with clothes on it I can store it flush against the wall. I have a very angled closet and need to utilize it for storage as well.

It cannot be flush against the wall because to hang anything, part of hanger will go between the rack and the wall. Moreover, the weight of the item(s) tends to make the rack swing and rest away from the wall.

Does it staying both positions? When out for hanging clothes and against the wall to store? Does it lock into both positions? Thanks

It does stay in both positions. It does not lock in either position, however, the weight and gravity keeps it in the position you move it to. Now, if one's house or wall isn't pumb, it may gravitate toward that position. It really works well for us.

Can I use these to hang my purses?

Yes you can! The flatter the purse, the more you can put on it. This is a great product! I use to hang cloth’s. They are build very good and I am planing to buy more.

I use these in my laundry for air drying. I’ve had 4-5 garments hanging on one rack at a time. Actual weight limit - I’d check with seller/manufacturer
