Is the "permeable layer in the tube just insulation?

The permeable layer in the tube is not insulation as such but a wadding material. Insulation would be too dense whereas the wadding will stop the draft but still let the correct amount of air flow/vapour through.

What height should this be fitted at?

I've fitted my one 25 cm from ceiling in bedroom and its solved my condensation problem.
