Will it work for shiney Chemo head?

It immediately takes the shine off my face, so I would assume it would work on other skin as well. It won’t last all day, but you can easily reapply.

is it a primer or finishing powder?

I bought it to set my makeup instead of having to use powder (dry skin) and it works pretty good for that as well as take out shine and have makeup more matte. It can be used as a primer under makeup but it can also go on top of it.

Does this fall into wrinkles or make wrinkles under eyes appear more ?

It does not fall into the wrinkles or make them appear as more. This is a very light balm that you dab on with the sponge provided. It definitely stops the shine.

What shine it control?

No shine. Once you put on, all shine will be gone. It has a matte effect.
