Does it have to be on top of a car, can I store out back?

It's really just a bag. You can store it anywhere. But it doesn't have a firm bottom, so if you put it on something that can get wet, it may not fully protect the contents (the zippers are not water right).

Hello. I guess technically it would. This bag just lays on a flat surface. Whether that flat surface is the roof of a car, or on top of a truck bed cover, I guess that shouldn’t matter. So, you would just need to figure out how you would secure the bag to the bed cover. Think of the bag as a giant backpack. You can put it on anything flat if you can figure out how to securely strap it to the surface.
