Will the gold color eventually flake or is it part of the material? I like the color but would order the silver if that would be an issue

The whistle is made from an aluminum alloy. I'm not sure if the gold color will flake off. I have only had my whistles a little over a month and haven't seen any flaking or fading. I'm sorry I couldn't be of more help.

Will this blow when wet?

I never tried it before, but I just did. It works just as well wet or dry. It makes a high streaking sound. Very noticeable. I hope this helps.
