How can ya'll tell when its done charging

Plug the USB charger in. The blue light on the button will light up while charging.Once the light goes out the lighter is charged. A full charge will usually last about 2 weeks with regular usage. Awesome product I must say.

How much butane does it hold?

It's an arc lighter. There is no butane. It charges like a cell phone.

Are both sides decorated with dragons?

I believe the back side showed the tail end of the dragon.

How do I know when this electric lighter is fully charged?

When charging, the button on the side of the lighter will have a blue light on. When fully charged, the blue light will turn off.
