Does 53mm fit with breville bes870xl espresso machine ?

yes it does. The basket is 54mm, the original breville barista express tamper is 52.6 mm. This one is exactly 53 mm, so it fits even better than the factory tamper, perfect fit.

I just got the tamper and the handle jiggles and seems loose. I tried to tighten it, but it's still loose. Is mine defective?

I just got this tamper and am noticing that it is not loose if no pressure is applied. But once I start pressing I can move the handle almost like a joystick which will create an uneven bed of coffee.

Where is it manufactured?

Very sturdy construction. I was surprised at the weight. Tamping action is perfect. A couple of clicks and your good to go.
