can black or red iron oxide be smelted for making a knife or sword?

Either can be used but should not. You are paying alot of money for O3 that you want removed from the blade end product. If I were you I would go to any junk yard and pick up any scrap iron and begin with that. Otherwise you will be paying alot of money to spend alot of time removing oxide from your knife blank. When you can get a much purer iron concentrate from the scrap junk yard and then begin blending and folding in the other metals and oxide content you want for the base blade blank.

what can I mix the product with? Oil or water? I want it for some iron bars do not rust

This is rust. No matter what you mix it with it will always be rust. If you are looking for something that does not rust try plastic or a high grade stainless steel or aquamet.

I plan on using this to mix into ground walnut media to polish brass cartridge casings is this a good application?

Can't answer that, I used it for coloring concrete. Worked well. It does not have an abrasive feel.

Does this item have magnetic properties?

Red iron oxide is not magnetic. Black iron oxide is magnetic.
