is this monitor good for the new MacPro that just came out. I want to connect 2 monitors

It's a great monitor. I don't know why it wouldn't work with the new (or any) Mac. t has HDMI, USB-C and Displayport. Some reviewers have expressed caution about using the charge-over-usb C on Mac laptops, but I haven't had any issued with my Dell lappy.

How does this compare to 3216q? Why is this newer model cheaper?

My understanding is that, this is new with new technology while the U3216Q one was using old materials and technology. New materials and technology can be and usually is cheaper, which does not necessarily mean it’s not as good. 2 cents.

Do the usb downstream ports work if only the usb-c connection is used to a laptop?

You need to connect the USB upstream cable to enable the USB ports on the monitor. ^KRN
