As far as I know the Bombshells line was such a hit that DC wanted new ways to expand on it and since they used the 1950's Pin-Up model theme they just applied it to existing cars which they believed would match up well. None are actually associated with that particular super hero. Since these were going to be of great quality, Chevy, Ford, Dodge etc gave their stamp of approval on the final products issuing each car with a unique hologrammed serial number

I've never opened the box on this particular car but I have at least half a dozen Batmobiles by the same company and all the wheels turn.
