Would this hold a 32 oz. refillable mug?

Depends on. Who narrow it it. It will hold 16 and 22 but the 22 will be a bit top heavy. So for a 32 I would recommend something a bit sturdier

How do you extend the base?

The bottom attaches to outside part that holds the bottle in, extends/slides outward. I love it, it has worked perfect on the arm of our cabin boat chair, clipped right on to the armrest.
