Do I need a thermal pad to install a drive in the laptop?

You do need a thermal pad, but I believe one is included with the heatsink. I have the XPS 15 9500, and it fit great!

Does this fit the xps 15 9500 (including screw?) will the thermal pad stick to the drive, thus making it difficult to install in another comp?

Yes this fits the 2nd SSD slot of the XPS 15 9500, I just installed it on mine. The attached pad it comes with is not very sticky. Just enough so that it makes good contact. I don’t believe it would be difficult to remove just from what i saw. Although not sure if the heat of the SSD makes it stick more with time, but I’m sure the pad is designed for this. Don’t think it will melt into the SSD or anything

Will this work on a dell Inspiron 5570?

It's specifically designed for the attachment points in the XPS 15 from 2020. It may fit other models, but it would be wise to look up the exact part you need for your Inspiron.
