I suppose you can if it fits. Very good quality bag and truely storm proof. Thick material and very good zippers.

Can this be used as a cooler?

I’m not sure. The waterproofing is on the outside so I don’t know how it will act with interior ice. It is not insulated.

Can this be submerged in water and the interior stay dry?

It's been in the rain, not submerged.
