What differentiates this “ipc” model from other orei “exc” models?

IPC model supports up to 4K with 0 latency. EXC models support up to 1080p and there is slight latency.

The IR IN receiver should connect to the Receiver and IR Out emitter should connect to the Transmitter. The emitter should point to IR panel of the source you're trying to control.

Has anyone mirrored a dish network hopper 3 output? i tried a 75' cat 7 flat cable and it didn't work. i'm i using the wrong cable?

Several people have reported that it didn't work with flat cables. Try it with normal network cable and it should work fine.
