Are the numbers double sided (front and back) ?

The numbers are double sided, front and back. But they can only be read from the front side. When the numbers are flipped over the are reversed as compared to the numbers viewed from the front. 1,2,3,4 as viewed from the front becomes 4,3,2,1 when viewed from the back

Will this hold up outside?

Yes it appears to be made for both indoor and outdoor use. I use it outside to count laps as I swim in my pool.

Can this be placed on tennis net or does it only sit on the floor/table?

This will need to sit on a table or on the ground/floor.

Can this be hung in a dug out?

It's best used on a table as you must flip the numbers over the top to change them. Hanging infers 'from the top' which would not work easily... unless, you built a shelf that hung from the in a dug out and placed this on the shelf... I'd go with 'no'..
