Can anyone tell me if this is waterproof without being fired, I want it for an outside window?

I think if you can keep it dry for 3 weeks it will be waterproof as air drying for this time is same as firing.

Can you use this on a light bulb

I would think the light bulb would get too hot with a coating of paint on it and burn out. That said I suppose you could but I wouldn't recommend it.

Can you hand paint with this paint?

Yes Susan I used this paint to hand paint wine glasses as lovely by as you bake it to set it after you have finished it will be washable also - hope that helps
