Yes. Where you pour the liquid from is a measuring cup. Just squeeze the bottle to the amount you want, then pour it in the tank.

Hi Leanne, if the reason they're going black is purely a lack of nutrient, it will. If it's algae from not enough nutrient / poor quality flow / too much light / not enough CO2 etc - then it may take a little more.

How often should i dose it?

Ideally you would dose daily, but anything up to weekly is fine.

Do you have to add co 2 with this product for it to work ?

No, the need to add CO2 is a direct function of how much light the plants have and the amount of CO2 naturally in the water. The more light - The greater need to add CO2. A Complete plant food should be added at any stage. HTH
