I have received the watch but.. Why can't I rotate bezel? is it a non-rotating bezel watch?

It's a GMT / dual time zone watch. The bezel is fixed, the fourth hand is used to read a second zone in military / 24 hour format. So no, it does not turn like a dive watch (because it's not, its a pilot watch.

The stuhrling gmt watch for $79.99 says it is black & silver but the picture is blue & black, which is correct?

The rotating GMT bezel is blue and black
