Do they have a warranty on them?

I'm sure that depends on where you buy them, however I don't see what type of warranty they would need. They are 90% tungston darts.

What special tool is required to replace tips?

You need a Re-pointing Tool. I bought one from over seas. I still have to put the tool in a vise and use pliers to turn the handle. At least for Storm points.
