Could you use it on plastic window frames?

This is essentially a Stanley knife blade in a safe plastic holder. With care, it can be used on plastic if you keep the angle of attack shallow. I would try a Stanley blade on its own first and see what you think, it is mainly for use on glass windows where it does a great job of cleaning flecks of paint away. I have also used mine on a wooden pine cabinet to scrape away varnish before oiling the wood and that worked well also.

Other than the colour, what's the difference between this and the " Stanley Window Scraper 4 28 295" ?

I don't have the two to make a direct comparison but from what I can see the 4 28 295 looks like a more robust version of the yellow one. The blade guard appears to be a built in mechanism rather than a detachable guard. Basically it looks like the next model up.

Can I use this to scrape stainless steel without it damaging it?

I would say so, yes.. I've used it across glass, wood and marble and no damage thus far. Hope this helps
