I've used this brand on chocolate buttercream with no troubles. I just always discuss with customer (before we decide on design, and remind when delivering) that I recommend NOT eating that part of the icing. Just scrape away.

Can this be used on a stamp to put on a marshmallow?

Yes I would think that should work If you are careful to apply it to the stamp with a paint brush.

Can this product be painted on chocolate coated cake pops

Yes it can on high quality chocolate like Guittard but it will take a long time to dry but paints beautifully. If you buy, buy one bottle first to test. Some people love it for cake pops some people don’t like it since it takes so long to dry.
