Is the steel powder coated?

Yes, this SONGMICS Storage Sideboard is powder coated.

Says it supports 110lbs, So I could put a 10 gallon fish tank on this? 10 gallon tanks full would be 100lbs.

If it's rated for 110 lbs, and your tank, including rock's etc, I don't know why it wouldn't support it. It might be a good idea to set it so the legs and along the back edge are supporting it. But that would drive me nuts! I have to have things centered. 🙃 The top is pretty solid so it shouldn't sag.

Can this be used outside?

No. We do not recommend using these SONGMICS storage sideboards outside as they are designed to be used indoors.
