Are they black light reactive

Yes, they are somewhat reactive but I added a layer of clear glow paint to really make it pop.

Can it be mix in a different tone color? To be light or dark!

Yes. I mixed mine with colors and regular glow in the dark paint. Mixing it will change the brightness though.
