Not sure if you're asking about the pen or the ink. The pen is plastic, so yes it is waterproof. The ink appears at least highly water resistant after it dries.

Are these pens refillable? If so, what type of refill do they take?

The pen cartridge disassembles, and the ink is removable. Unsure the size but I’m sure you can find equivalents from others and the brand itself.
